The answer to your question is NO.
With the mixture screw fully in and the idle screw adjusted may give you the correct idle speed, but you will not have the correct fuel/air mixture. You will have a weak mixture. This is bad.
The mixture screw is only responsible for the fuel/air mixture between the throttle closed and approximatly one quarter open. Once your throttle is open more than one quarter (approx), other parts of the carb come into play, and your mixture will be OK.
As most town riding is done at low throttle settings,the only real answer is to take the carb down to an engineering shop and get that mixture screw removed. You're going to have to do it sooner on later, or take a drop in price when you sell the bike - or have a big repair bill for those metled valves - so do it now.
